There are a few ways to ask about the weather:

¿Qué tiempo hace?
     What's the weather like?

¿Cómo está el clima?
     How's the weather?

Some answers could be:

Hace calor.
     It's hot (warm).

Hace frío.
     It's cold.

Hace sol.
     It's sunny.

Hace fresco.
     It's cool.

Hace viento.
     It's windy.

Está nublado.
     It's cloudy.

Llueve.
     It's raining.

Truena.
     It's thundering.

Nieva.
     It's snowing.
